According to Globe and Mail, in 1994, millions of refugees are being forced to leave their homelands by war and famine, including the ones internally placed or displaced. Furthermore, because the numbers are enormous, even the UN age cny cannot deal with the problem. Moreover, it does not seem to be solved by any organizations or countries and it actually seems to get worse. For example, when it was thought that Afghans would return to their homes after the Cold war, Soviet intact pushed them to a new flight; however Pakistan and Iran closed its doors to these people, so they had nowhere to go. In addition, similar issues also caused by ethnic, political and economical reasons have occured in African countries and volatile republics once belonged to Soviet Union. When the former USSR collapsed, other religious or nationalist conflicts had exposed, so the UNHCR began to look for new ways in order to help people in larger amounts, which its original purpose was the protection of people who had been made to leave their countries for some reasons such as fear of persecution.
Following ly, also other organizations have been founded in order to provide assistance where is needed. Nowadays, with special permissions from the UN, these agencies can build supply camps, which are actually against the agencies’ original principle. Because the agencies were temporary founded, they do not have enough financial support, yet they are getting help from the USA, EU and Japan, they need the international media’s help to improve the status, which always comes when it is too late, so they fail.
